Always submit an application before any phone calls.
If you call first, the answer will be "no, we won't hire you."
Submit the application first, then call and say, "I'm checking on my job application." This way, they will pull up your application on their computer screen and start interviewing you.

No, there are companies that will hire you. Just start submitting online applications until something hits. Don't call first, submit the applications first, then follow with a phone call.
Remember, some companies bend their hiring rules concerning criminal charges.
