Can a trainer be fired for not passing a trainie

A friend of mine was fired the other day from crst because he refused to pass a trainie because the trainie was not a safe driver an he felt that the trainie was going to get in an accident if he had signed off on him then they told him to clean his truck out an find his own way home.

That doesn't sound like the complete story to me. So many possible details that are not here which could support the firing or make the firing seem illegal or at least unjust. I don't know the details.

He should get a lawyer if he feels he was fired for failing a guy that shouldn't have been passed.
