OTR and home every weekend, unlikely without dedicated runs, they do pay less. Every other weekend totally possible even without a dedicated run. Regional pays less too, but he could be home every weekend.
Now there are still trucking companies that are independently owned where you can run illegal as hell.Electronic log book? Delete the last load or your first load. My husband actually ran completely illegally from 2017-2021. A lot of people don't think it's even possible anymore.He quit and got a by the book job, now I only get to have him for 48 hours every other weekend.
But have him ask the recruiter questions about home time and pay. They seem to intentionally mislead drivers. He needs to ask if he has to drive regional, or dedicated to be home every weekend and what the pay difference is between regional, dedicated and OTR.
Ask if they gareentee every weekend or if he has to earn it. One week out equals 1 day off. Sure you can go home every weekend if you have earned a day off, that's 24hours. Its not worth the loss of money for most. It makes more sense to stay out for 2 weeks and get 48 hours. Does the truck make that much a mile or load or does. Ask as many questions as possible to make sure. If it's true without dedicated runs, regional,teams and gareenteed, i'd love that company name lol.

Yes. But, be careful because 'home every weekend' also means that during the week his trucking life will likely be very different than a long-haul-multi-week life. There are too many variables to spell them out here, but unless he lands a regular dedicated 'out-and-back' run he will likely have many more stops and shorter hauls and more dead-heading depending on the skills of the dispatchers. This means more aggravation with loading/unloading times, sit-and-wait times, etc. It is important to know how he'll get paid, too.
My husband is 'home-every-weekend' but leaves on Sunday afternoon and comes home late on Saturday. He has only one real day off to do stuff (Sat.) which is usually sleeping, eating, laundry, paperwork. He is tired.
It really boils down to the company he works for and how they manage loads and if they appreciate the drivers.

The answer is yes. Question is when is he going to make the switch? Cause was it his idea or a response to you not being happy with him being gone OTR. 😉
So get a time frame for the switch so that you both have a target date. (Goal)
Otherwise it could just keep being some point in the future. Well when is that?
