can your employer charge her employee a broker fee?

My husband has been employed with an employer who has been charging an 8% broker fee. My husband is not an owner operator he is just a truck driver who delivers sand, gravel, and rock to construction sites.

At times she also sends my husband out to deliver harmful material without an hazmat license or her trucks are not given clearance to deliver these toxic materials what are my husbands options?
