drug test on the spot

if your driving a tractor trailet and a cop pulls you over and he pulls your background and you have a record of possession can he do a drug test there on the spot?

No he cannot. The fmcsa has a policy that must be followed to letter. First of all it must be a urine sample collected by a certified collection facility. There is a split specimen that must follow a chain of custady to the lab and the medical review officer. Unless the cop has a medical liscense to collect, test for temp, and follow chain of custody procedures , in which case he would be in the medical field and not a cop, the sample would be disqualified. I never met a cop yet that had me pee in a cup, test the temp, split the sample, mail to a lab, and have sit on the side of the road with him for a day or two to wait for the results.
