I have had my cdl a with x endorsement for the last 16 years.
The only problem is that I've had a local job driving a straight fuel truck for the last 15 years and all companies want recent otr experience.
Can I take a refresher course even though I received my cdl through on the job training in 1996.
I consider myself an experienced driver

Response: A straight truck is completely different than a tractor and trailer. It's no less important or significant to the economy in providing the service it does, it's just doesn't provide the experience of operating a tractor and a trailer.
It would count as experience if you were trying to get another straight truck job but if you are wanting to transition into big trucks, I doubt the companies would accept it as experience.
I am not sure if they would accept you in a refresher course or not. You just have to check and see.

P.S. Just in case you don't know, there are plenty of OTR straight truck jobs too. PLus, you can make as much money as driving a tractor trailer. See for yourself
