Friend needs to pick up an impounded truck

Ok my friend has a valid drivers lic. and insurance. He also has an endorsement for a big rig.

He was driving one over for a friend and it got impounded after hitting a wall. will he be able to go pick up the big rig with his proof of insurance card he already has?
