How to get a pre-hire letter to enter trucking school

I am having a tough time acquiring what is known as a Pre-hire letter. This letter is needed to gain entry into Tuck Driving School. As felon, I need someone to point me in the right direction. In San Diego, Ca. confused and frustrated

All felonies must be 10 years old from the date of conviction and of what your sentence was for it. Some felonies u won't be able to get in due to the nature of the felony.
