Legally can you hold a driver responsible for the first $500 of an accident, if it was preventable?

We are having more accidents than we should with a fleet of our size, nothing seems to work, we have safety meetings, we offer bonuses, we have done everything we can think of, but legally can you have everyone sign a form stating from this day forward if you have an accident or incident they are responsible for the first $500 dollars?

Its called a deductible.

safety meetings are good but do you do even more safety training driving? were i work we have slow moving training i mean in first gear how to maneuver in tight places. ala truck stops, and other tight places be surprised how big this was for me as a rookie. they even retrain the veterans. make sure they still remember.
