Lift axle doesn't drop

I drive a 5 ton straight truck flat bed and my lift axle doesn’t work does not drop at all if i get a inspection done would that be considered a major or minor defect

Not sure of the regulations in Canada Sergio, but here in the states, It's only necessary for the lift axle to work when yiou have a heavy enough load to drop it down and carry the extra weight it's designed to do. Jimmy
