Check with workforce. They probably have programs in your state for veterans. Also your VA benefits will pay for training in most cases at a reputable school.
Another last resort option is so called free training from trucking companies. You can learn about how that works here.

Hey Hats off to your dad for serving our country, my dad did 26 and my mom just retired with over 30 with service in the Army. She also served in Desert Storm and Desert Shield and was in Iraq for Operation Iraqui Freedom.
She has her combat medal while serving in the 346th Transportation back in 2003-2004 they got ambushed in a convoy taking supplies into an area the soldiers called anaconda.
I know you are looking for a school that is cheap but try looking into veterans affairs and see if you qualify for assistance.
