Contact your local trucking school

Sometimes CDL training school will rent out their trucks to people who has their CDL permit.

Also check with some of the local diesel shops to see if they know of an owner operator who trains.

Ask if you can leave a flyer with them about you wanting to rent and some training/practice.

If you ever ride uber, believe it or not a high number of uber drivers are ex truck drivers who wanted to get off the road. Be sure to ask them what they did before driving for uber. I just got in one the other day in North Carolina guy had truck and trailer parked for 3 months.

I bet he would have trained someone. Wished i had asked him so I could pass it on in Greensboro
