Overweight citation for an inexperienced driver

Recently I was at a shipper with no scales and had to load my trailer with 3 motors and a radiator. I received a a overweight citation but was. Not trained on how to load it properly to didtributr the weight. It was my first and last overweight ticket but I feel like I was set up to fail. Who pays for the ticket ?
