Paid broker and he did not pay the transportation company

Need your help, a friend of my hired a broker company to haul cars. He was doing business with the broker for 8 yrs. He recently received a call from the transportation company that the broker hired,stating that they did not get paid for the haul.

When he contacted his broker, she told him that they are no longer in business and moved out of the country, turns out there were never a licensed broker.

I always understood that the broker is responsible not the end user. I believe the transportation is in Georgia he is in Florida.

Your help!
