My driver got an over weight ticket in florida. He was heading Georgia so he got stop again at Georgia and He got another ticket is that legal.

Ummm... Yes that is legal. You can get a ticket in every state that you run through illegal or overweight. You shouldn't get two tickets in the same state. But different states have their own separate laws.
